Updated for the latest version of DeI!

All AI faction reform at turn 2.
Player needs to research blue technology in the military tech after a couple of turns you should have reformed.
Only works with new saves, put above the DeI parts.

This doesn't work on Arche Bosphorus either. i have this mod above dei 123 and it is also a new game
