No, it's not.
IMO, a way to balance this within the game's current engine would be something like having each chest give some kind of currency, a token that you have to take to a mod-added shop in one of the higher level zones (or maybe just Ertoron, for simplicity's sake) to trade in, so at the very least you're not giving a 40-atk dagger to a brand new character.
Also, "unorthodox places" isn't quite right, all of the ones I've found so far (minus the dagger) aren't in unorthodox places, they're just jammed behind or under something in a way where you have to get lucky to stand in the correct angle to see them.
