Your physics might be to low. In your settings. Try switching your physics to high.

Sorry, I forgot to get back with you. I tested Rex, and he is still working just fine on my end. How I spawn him in is by opening the Add on Editor in the ESC menu. Press the + at mission locations. Then select were you want it to spawn. From there select the Edit Objects. Then just select add vehicle, and put it down. From there select add on overview, and test location. Other than that, make sure your physics are set to full in your settings and the battery in Rex is charged. I hope any of this helps.
