Bullet Time 1.2

Adds toggleable bullet time as a separate gameplay mutator.

By default, the button to toggle bullet time is not bound - you'll need to head into the game settings and bind it to a key. I recommend LEFT ALT.
You can also switch from the big center-screen bullet time charge display to a small one that tracks the crosshair in the options menu.

The mod showcases how to do the following:
- write and register a new GLSL shader with two functionalities: distort the sample coordinates and shift the colors
- registration of new GUI elements
- manipulation of the game's timescale
- new game event registration
- adding event handlers
- adding a new gameplay mutator
- registering new sounds
- handling events
- adding an update routine to the gameStateService class
- playback of omnidirectional sounds
- adding a new options menu option element
- adding a new mod preference to be saved to a separate mod file (mod_preferences.cfg)
- handling resolution changes through events when GUI elements are involved
- retroactively adding gameplay mutators to existing playthroughs
