If it's broken, fixing it would be difficult as I no longer remember the exact mix used, and it would take a surprising amount of work to rework the theme mix all the way up to re-publishing it.
TLDR: Not sure if it works, to my understanding it should be ok. If it's broken, I most likely won't be updating it as it's quite a workload to fix it.
The reason there won't be a different version of the map on the workshop is the required work to replace the roads in a sufficient quality to my standards as this map uses the node controller and thus remaking the interchanges is rather laborious if you want to preserve the smoothness. Same applies to the intersection markings that are in place. On top of this, uploading the map to the workshop takes up a surprisingly large amount of work in itself too.
TLDR: If you're willing to put in a little work yourself, it's doable but unfortunately there won't be a different version of the map on the workshop.
In any case, I unfortunately have no more tips to give out other than just either trying to troubleshoot the issue by removing mods or assets to see if the issue resolves itself or just simply letting the city / game progress and see if there's just something holding the out-of-city ship traffic back - for example, perhaps there's some requirements for some industry sizes or something like that to start spawning in the ships. I'd also try increasing the shipping budget to the maximum for an extended period of time to see if it makes a difference. Some policies might have an effect too. I hope the issue resolves itself!
