Tech UI Highlight Fix

Heya all!

This mod replaces the techupgradegui.config file cus its funny and I'm lazy. This means that any mod that also replaces it will simply either not work, or this mod will not work. Fortunately, it DOES work with Frackin' Universe and ERM, and Starforge and other big mods, as they dont replace this file as well.

The actual problem is that zlevel in for the highlights isn't capitalised correctly, and is not read.

If you weren't already aware, the tech interface was supposed to highlight the tech slot you were in. Vanilla does this, with the pulsing visual, BEHIND the entire body image, so you wouldnt see it normally.
This mod layers it correctly by reordering the files and skyrocketing the zLevel out of pure laziness. It mostly just looks cooler now.
