As for side effects, I'll put them in spoilers in case people want to discover them by themselves:
Each time a leader resurrects, there is a 90% chance nothing further happens.
There is a 4% chance they will become Reckless, which reduces their lifespan.
There is a 4% chance they will elect to retire (0% if gestalt). Authoritarian empires can simply decline their request to resign their post.
There is a 2% chance they will become erratic, and be randomly assigned any of substance abuser, stubborn and arrested development.
That feeling, when the idea is so good and feels so "right" that you don't understand why you never though of that yourself before. (I mean feels right as a part of the game obviously, not actually looking forward to that kind of tech being anywhere near reality.)
What are the side effects and what are the chances of them happening?
Is there any kind of cost per resurrection?
