This version finally fixes long standing issues with rulers. Imperial rulers now resurrect and can be reinstated as rulers of the empire. Democratic leaders resume their term of office immediately upon resurrection.

Fixed a bug where leaders who died while in the pool would be returned to life.
Fixed a bug where leaders who retired instead of dying were returned to life.
Added more safeguards to eliminate leaders who are fired in any way from coming back to life.
