Citadel Garrison Mod

Adds stationary defensive units to each class, derived from basic ranged units available to the class. These units spawn in starting citadels at the beginning of the game. This garrison is capable of fending off early game independents and will be insufficient for more serious threats. Furthermore each class has at least one commander with the ability to recruit (via ritual) more of these stationary defenders in any fortified location. It is not possible to summon much more than 20 of them in a single location. The c5m file is commented thoroughly and quite readable for the curious.
