No Confederation Penalties (Only Bonuses)

A simple mod that changes the negative public order and diplomacy effects to be positive because the vanilla penalties makes no sense and confederating is more detrimental to your empire than it is beneficial. Why the hell would other nations of your race dislike you for making your people stronger?


Now confederating with another faction will:
- give +10 relations with others of the same race and
- give +15 public order
- Other bonuses depending on race (eg. bonus 15 influence if High Elves, More slave income if Dark Elves, -10% upkeep if Lizardmen etc.)

These effects will run for 5 turns like in base Warhammer 2
