The Citadel is the main base for combine operations, where they build and deploy machinery and soldiers to stop Gordon and other anti-citizens. The administrator of Earth, Dr. Breen, lives at the top of this structure.

I built it in three sections so that you could see it from most of the island. Even so, you couldn't see it over the mountain range, so I put two down. This is an environment mod, so you can just start a world with it on and be fine. It also does absolutely nothing, so it'll just be a nice backdrop for the entire island and some of the surrounding ones.
