I wound up getting the Protectorate vault 3 times, the Plasma Rifle dropped twice, and I the USCM ship 4 times from anomalies (those are supposed to be just as rare as the Drill Spear itself), I even hunted both hostile and friendly ships for that weapon yet it wasn't there.
