im getting trains spawning in the open oceans

I think one of these spawned by the new standard mission spawer, it was strange because the train was half embedded in the ground.. The issue was that after the mission the static loco was left on the track and blocked the rails out of north harbor. =\ It is also possible that rail missions have recently been added to stock. I dunno.
