现在也会为南蛮派系解锁幕府廷

介绍：
这是一个为所有贼徒与黄巾文化的派系解锁幕府廷议系统（开会）的mod





兼容性：
  • 与任何其他修改了幕府廷议系统的mod都不兼容
    例如：增加开会人数的mod

必须前置mod：
  • 【黑熊的非官方DLC part1】全派系解锁
必须同时开启 part 1。
part2和3没有强制要求。

Mod排序：
  • 没有特别要求，理论上你可以随便放。
  • 一定需要一个建议的话，可以尽量往后放。
