描述
Первая асфальтовая дорого была проложена во Франци, Париж, в 1832 году.
С того момента и по настоящее время самым незаменимым устройством для укладки асфальта являестся лопата.
4 рабочих с лопатами по производительности заменяют 12 человек без лопат.
Самостоятельно рабочие перемещатся не могут, для транспортировки нужен открытй транспорт.

Рабочие с лопатами заменяют асфальтоукладчик на ранних стадиях игры.

I made the change to open hull horse cart, reloaded the game and bought a new one but I still cannot pick up the workers with shovels.

Horse cart is also not shown in the "Show vehicles that are capable of carrying this vehicle" menu.

If you want workers to fit into vehicles, then the first digit of the $CARGOVEHICLE_VISUALIZATION_JOINT parameter must be at least min -0.95 max 0.95.
You can change it yourself or ask the creator of the transport to do it.
