Fortress captures surrounding provinces (Compatibility version)

In contrast to the main mod, this one also takes level 1 forts into account. For use with mods that add those lvl 1 forts like Beyond Typus.
Additionally there is a decision that lets you activate this behavior for capitals.

The main mod is not needed.

Not ironman compatible.

There was a problem with some other mods. I added the quickfix from the main mod.

not sure what happened, but a week ago i was playing with this working fine. Today i play with it and the forts aren't capturing the surrounding provinces anymore. i tried reinstalling. not sure what I did or missed.

But I liked this feature in Imperator: Rome, so i made it into a mod for EU4.
