Make the Medical Mystery Paintable.

Requires: Hat Painter & Crit Glow Tools

This time, the unpainted texture is practically the same as the one in-game, since the texture wasn't really hard to edit, and it was just a simple singe color.

No, it's on the same place you find the normal cosmetic item. It's located on models/workshop/player/items/medic/fall2013_aichi_investigator
