It is 90% habitability for every species when 'Eco-Integration Studies'(habitability tech Lv4) researched. So an extra 10% from this building would just match the habitability cap.
But the building is still useless as it would been very uneconomic to produce alloys on a habitat rather than on a 20+ size planet, no mention of Ecumenopolis. On the other hand, minerals or energy producing doesn't worth this 135 influence improving, Dyson Sphere and Matter Decompressor are much better way to spend influence.
Besides, there are only 8 district slots and 5 building slots on a habitat. There is no job for extra pops gained by this building.
