Tweaks police fines and probability
Most fine chances for when there is no cop around removed or lowered. No more double fines if a cop spots you.

With no cop (or camera) around, there is no chance of a fine for:
-Driving without lights
-Passing a red light including turning right on red -- legal in virtually the entire USA
-Speeding (without a speed camera)

And lowered chances for:
-Speeding past a speed camera (90% instead of 100%)

And added:
-Illegal border crossing fine (comes into play if you use a map with Mexico or Canada added)
-Hard shoulder violation fine

In addition to this the time before the first speeding fine is increased, giving you a chance to slow down, and the time between sleep avoiding fines is increased.

The fine for car crashes is set to a much lower amount, about one quarter of default, as most crashes are caused by the AI. You still get the message but no longer have to pay the full fine as well as deal with any damage to your truck.
