Go to EU4 mod folder, u'll have there bunch of *.mod files, e.g. ugc_231191093.mod. Open them with notepad until you find something like:
name="Better Fog of War Mod"
tags={
"fixes"
"graphics"
}
picture="betterfow.jpg"
supported_version="1.25.*.*"
archive="F:/SteamLibrary/steamapps/workshop/content/###/###/###_legacy.bin"
That is the actual name of the mod and the path to the files of the mod, which is in this case:
F:/SteamLibrary/steamapps/workshop/content/###/###/###_legacy.bin
Your path might be different ofc. Since the mods are downloaded via workshop and applied by the new launcher this is the only place where the files exist locally and will be loaded by the game.
So you navigate through the appropriate (rather weird) path of this folder structure and then you open the 936060064723263339_legacy.bin with any packing program, like winrar, 7-zip, etc. And there are the files which you should fix like HΛLΛXΣL said.
