Changes from vanilla:

Leader pool size: 3 -> 8
Minimum leader age: 28 -> 25
Maximum leader age: 50 -> 45

Monarch, heirs, governors and scientists have increased XP gains from their normal activities (researching, governing, etc.)

Admirals, generals and scientists gain more XP overall.

Leader death chance slightly lowered.


Doesn't override any file in defines.
