Steam launch Ceffyl

A small steam launch, the Ceffyl (welsh for horse) is best suited for operations close to shore where her open deck and low range aren't as much of an issue.

She has nothing resembling a bilge pump, which is a big problem for rescue operations--in anything but totally placid weather, opening either hatch instantly sinks her.

@ruv line she does not have a scuttle but you can open the hatch to the interior and than put the waves higher
