Subjects Can Form Nations (1.33)

This mod removes the "Is Independent or a Tributary" check from all decisions, allowing subjects of any kind to form other nations.
Not only will this allow you to feed your subjects in order to make them into stronger nations, but it'll also ensure that every colony is unique, and doesn't have the horrible generic colonial ideas.

Note: There may still be a bug regarding colonial nations changing the colour of the overlord. If this problem persists, switch to the No Colonies Edition instead
