Updated to latest version 31/12/2013

Allow to raze all cities, including capitals and city states (GK and BNW compatible) DLL for Vanilla is included but will not work with ingame mod browser, you need to replace the DLL in your installation directory (for expansions it works fine)

Doesn't seem to work, also will corrupt your save

I tried running this mod with both expansions. It allowed me to raze an enemy civ's capital, but not a city state.

Doesn't seem to work for me, maybe because of InfoGraphics? Not sure

Doesn't seem to work if you have the Civ 4 Diplomatic Features mod installed.
This mod was working in the game I was playing right before installing that mod.

Tested and Confirmed working on G&K March 2021. As below, you have to move the files out of the mods folder into the game directory itself. As per Liudeius 14 Oct, 2016 @ 6:38pm comment:

For Vanilla - MOVE
[My Documents Folder]\My Games\Sid Meier's Civilization 5\MODS\RazeAllCapitals\CvGameCoreDLLFinal Release.dll
TO
[Steam Library Folder]\steamapps\common\Sid Meier's Civilization V\

For G&K - MOVE
[My Documents Folder]\My Games\Sid Meier's Civilization 5\MODS\RazeAllCapitals\CvGameCore_Expansion1.dll
TO
[Steam Library Folder]\steamapps\common\Sid Meier's Civilization V\Assets\DLC\Expansion

For BNW - MOVE (I'm guessing this one as i dont have it)
[My Documents Folder]\My Games\Sid Meier's Civilization 5\MODS\RazeAllCapitals\CvGameCore_Expansion2.dll
TO
[Steam Library Folder]\steamapps\common\Sid Meier's Civilization V\Assets\DLC\Expansion

Lastly, i unsubscribed from the mod AND deleted it out of the mod directory - just for good housekeeping
