While Gordon Freeman was asleep, a coalition of alien forces discovered a space and time channel between Earth and The planet Xen that had been opened during the Black Hills incident, and came to Earth by way of Xen. Thanks to their advanced technology, the Allied forces were able to crush all human resistance in a seven-hour war. Some have chosen to partner with the Union army and become agents of their management of the human race, such as Dr. Wallace Breen, a former Montenegro administrator who became city 17. The rest of humanity was controlled by the Union army, dressed in uniform and living ascetic lives. These people live in cities defended by coalition forces, and dangerous Xen creatures cannot enter the cities. The Union forces also set up a reproductive suppression field to prevent human reproduction. Others choose to hide, building strength for later resistance.

In City D, with a loud bang, the National Guard drives you out of your room. How do you choose your future? It's up to you
