Faction based on Fallout Lore and TrackerTrackers RimOut: Legion uniforms mod.

At game start Legion can be either neutral or hostile. If you are not an enemy of legion they will send their slave traders to you. They should have about two times more slaves than vanilla slavers, both in their caravans and bases.

No? If you actually played the game, it is said many times that developed communities are left alone to grow and prosper with very little governance (unless they pose themself as enemies of the Legion), Vegas being the first exception. Tribal starts, on the other hand should have the Legion be hostile towards them, but I don't think there's a way to tie faction relations to scientific progress.

Why wouldn't they start hostile? They hate everyone and enslave everything.
