Then have you tried if it happens on a new save, like we got hostiles? Also, a screenshot would’ve been helpful for me to understand what’s going on better.

Clean install, installed the vpk in my custom folder.

There’s nothing wrong with my mod. I gave you the benefit of doubt by testing it and it worked fine on my end. I can’t help you without knowing how you install the mod or if you have conflicting mods or what. The issue isn’t with the mod, it’s how you are installing it or what other mod you may be running alongside it. Since it works fine on my end, you’d need to share more information than it simply not working so I could understand what’s wrong with your particular case. But again, either you’re installing it wrong or you have conflicts.

I did. I tried your blue hud and it worked fine.

It changed the color of everything but after installing I can't see my health, just the suit power

Then it wouldn't*, if you do need help with this however you can refer to a guide I made (can find it on my profile) or shoot me a friend request so I can help you out better.

The only thing this mod changes are color files that use the hudlayout.res files. If those mods in question also use the same file, then it would. With a little bit of effort however, you can "merge" them yourself.
