Settle Down, Nakai

Allows Nakai to build settlements like a standard faction, while still being able to give provinces to his vassal.

Note that you may run into issues if you confederate another Lizardmen faction. There is a CA script that runs when confederating as Nakai that gives all territory he owns to his vassal faction. I tried overriding this and it seemed to work with the Recruit Defeated Lords mod but still hands all Nakai's provinces over when confederating in the standard fashion, your mileage may vary.

I primarily made this mod so that I could use it with my Mortuary Cult for Lizardmen mod https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2024829203 because you cannot gain access to trade resources for crafting without owning settlements.
