I'm not sure how you're trying to do it, but the best way is to edit the "areaflags.map" file, creating a new Tier, for example "valueFlg_Tier5" in the bunker area. You also need to add it to the "cfglimitsdefinition.xml" file so that it is recognized.
<valueflags>
<value name="Tier1"/>
<value name="Tier2"/>
<value name="Tier3"/>
<value name="Tier4"/>
<value name="Tier5"/> <-----------
<value name="Unique"/>
</valueflags>
You also need to add it to the objects you want to appear in Tier 5.
"Types.xml"
You can see how to do it in this video:

Yes, it seems that in the first 30 or 40 minutes this happens, this has been happening for a long time and I think it has to do with how the game manages the edits.
I have to investigate with static_object
