*As an authoritarian state you want as much power as you can get over your domain, so the benefits of reaching more political power is drastically increased at each power level, at the cost of rival loyalty decreased and increased corruption to balance it out. Having power brings those who covet it and power corrupts those who wield it absolutely.

1-severe diploymacy penalty 0 , +4 character loyalty, -16% tax, -4 army loyalty,-10 public order

2-major diploymacy penalty 0, +3 character loyalty, -8% tax, -3 army loyalty,-6 public order
