Megalomaniac 1:3 might be another option? 13.5km with a 1:2.66 ratio goes to 35.91km so you're left with 4km missing.
It would be possible to crop it to 1:3 while retaining most features, but you lose either Horseshoe Bay (and some North Shore mountains), or Roberts Bank and White Rock.
I guess the third option is just to squish it to fit at the expense of distorting the geography somewhat (11% north-south compression).
Which option would be best, in your opinion?
