That was intentional, shining a light on it will brighten up the metallic parts of Wario's helmet - the same goes for his bike. Radius lights are recommended when lighting these models, you may use the guide below for reference. If you want to reduce the effect of this you can open both the _D and _D2 vmts on Wario's materials and increase the $color2 value up to a maximum of [1 1 1].

for some reason, the grey parts of wario's helmet and bike appear to be black. is there any fix for this?

The Wario model can be found on Retro2Modern's DeviantArt page (archived by him. Do note that it does not include Wario's biker outfit as I tried them all and even he said that he never ported it. Technically Wario's biker outfit never was ported to Gmod as all the ports of the Wario models are based on his appearance in the Mario games and not his appearance in Smash [he has no 3D model in WarioWare since WarioWare is not in 3D]):
