And the Sami were indeed not Christian, the first large scale effort to convert the region only came in the 1500s. The Sami were also allowed to exist in the north with little to no Swedish and Norwegian intervention up until the 1700s, when they were forcefully assimilated. I believe tribal fits them better, as I cannot find any information that suggests otherwise and their interactions with the west was little to none, a mutually beneficial trading relationship. I got all this from Wikipedia, so if you're willing to cite some more scholarly sources to back up your claim I would be more than happy to edit the nation.
Also, the Samis were not pagan in 1444 AD, nor were they tribal! They were all Christians and were Westernized. Making them Animist, or any other faith, would be historically inaccurate.
Also, I suggest that a custom king be generated for the Shun, because it says it's the Shun DYNASTY. Just add "Ping Shun" as a dynasty.
There are "No Ruler" nations because Paradox doesn't add rulers to nations not at the 1444 start (cause they kinda don't have any), and I haven't added any kings.
I'm not quite sure what you mean by the third comment? Like at all.
And I will check in on the Fetishism, currently in a multiplayer game so I can't check it before I leave a comment but I'll be sure to leave a message when I do.
