[1.54] 25% Weighstation Chance

Decreases weighstation frequency so you only have to pull in 25% of the time.

I find weigh stations incomplete, a waste of times that don't add anything. I initially made a 0% version for myself but I later expanded the options to give players a better control of a pretty time-intensive feature. Ranging from being disabled to having to pull in 100% of the time.

Default ATS setting is 60%.
