As I tested it under several conditions, I remembered that it did also not work very well in my case.
Are you placing a Preview.jpg for the workshop thumbnail image?
Thumbnails are not optional, they are required.
It should be a jpg under 1MB and the file path should be placed in
Users/(Username)/AppData/Roaming/CDE/Mods/Preview.jpg
Users/(Username)/AppData/Roaming/CDE/Mods/WorkshopExport/

In the image, you can see various content folders, but these will be applied only on your PC (for testing). When you upload, you need to put all the content folders you want to change in the WorkshopExport folder.
Users/(Username)/AppData/Roaming/CDE/Mods/WorkshopExport/Data
Users/(Username)/AppData/Roaming/CDE/Mods/WorkshopExport/Fonts etc...

I've already done exactly that and have got the message like "Unable to upload item to Steam Workshop. Could not find Workshop Item ID, created a new item". Than I found the new item in the workshop but without any content. Then I tried to 'update' it and put the WorkshopExport.txt file with the ID of this newly created item only, but it turned out with the message like 'Steam Item Submission Failure: File Not Found'. I definitely did something wrong, but I can't figure out what exactly :)
Copy the mod files (folder) you created to
(User)/(Username)/AppData/Roaming/CDE/Mods/WorkshopExport/
Then press the "Export to Workshop" button at the bottom right of the "Documents" > "Steam Workshop" item in the ingame menu.
After the initial upload, you will need to specify the Workshop ID in a text file if you want to change or update it. For more information, please read the Steam Workshop documentation in the game. Hope this helps you out.
