You will need to install SynFixesDev and SynSweps on a dedicated server.
There is a workaround if you don't have the plugins, there is only one section where the manhack is required, and it is replaced with a frag grenade if you don't have the plugins.

Download Entropy Zero via the Steam store page.
Then copy the folder called 1877479381 located in:
Steam\steamapps\workshop\content\17520
and paste in: Steam\steamapps\common\Synergy\synergy\custom
If you have Synergy installed in the default directory and are running a 64-bit OS, you can use this command in cmd.exe to make it easier:
^ That is meant to be on one line, copy it, then right click on the cmd.exe window, click paste and press enter.
you must also use the console variable:

Right click on the finder icon and click "Go To Folder" and type in:
In this folder you will find common, sourcemods, and workshop. Download Entropy Zero via the Steam store page, if you are not able to download from the store page, you may need to try to download it through SteamCMD.sh and move it to your common directory found here.
Now download this addon and copy the folder in workshop/content/17520 under the name "1877479381" to: common/Synergy/synergy/custom and when you start up Synergy, you should see Entropy Zero in Create Server and also be able to join servers that host it.

If you are on the Synergy beta 18.xx, you can now add 1877479381 to your Synergy\synergy\cfg\workshop_srv.cfg
If you don't have workshop_srv.cfg, just create a new text document and rename it to that.
If you are on 56.16 (default) then you can download this support in SteamCMD with:
Then move the directory named 1877479381 in steamapps\workshop\content\17520\1877479381 to: steamapps\common\Synergy\synergy\custom\1877479381
The content tag and first map of Entropy Zero is: "ezero az_intro"
