Just a SWEP of the citizen package item from Half-Life 2. It doesn't have any functionality but it provides a viewmodel and thirdperson animation compared to that of the one you get from typing "give weapon_citizenpackage"
You can find the item in the Half-Life 2 weapons tab in the spawn list, or you can type "give weapon_package" into the command console if you care to do it that way.
