The "Nursery Limit Birthing To Spots" checks the Incubator Relocate setting if it should be active.
On newly constructed domes when no INCUBATOR dome is set, this config value seem to be true but unchangeable shown as:
Dome: [NORMAL] Relocate:[N/A]
After setting an INCUBATOR dome, changing the config value:
Dome: [NORMAL] Relocate:[ON] -> Dome: [NORMAL] Relocate:[OFF]
then disabling the INCUBATOR this config value stays false and "Nursery Limit Birthing To Spots" kicks in, but the domes Incubator status shows the same info as above:
Dome: [NORMAL] Relocate:[N/A]
On my newly constructed geoscape dome I never changed this setting but did so one the other domes. So I only observed the child spawn here.

I did not have population explosion while on asteroid, maybe if GlobalDomeCount is on, the script should check total amount of children instead of used nursery spaces, because until the children are (about to be) moved to a nursery dome, additional children will be created.
Thanks for the effort, this really helps with how the game is broken atm and overall.
(...and, in case someone wonders, the bug that the game wont move a child to a dome if there are only nursery spaces open and no normal ones appears to be still there...)
Merged checking for all nurseries into one (removed option for Ultimate Nursery).
This mod will do nothing on Incubator enabled domes.
