Technically Joon isn't the leader of any sort of civilization, but I just thought her ability would be pretty cool to make. She excels at playing wide, and the AI will try and abuse this. She's an awful neighbor to have.

Steal 10% of an empire's total Gold income while you are at war with them and have a city within 10 tiles of their city, increasing to 25% if you have a military unit that is adjacent to their city.
>If they are unable to pay you, they will be in debt, and will pay you once they are able to

>More Combat Strength (65 vs 70)
>Steals Gold equal to 300% of the damage inflicted on a city

>Less flat Gold generated (0 vs 2)
>Units trained in this city will receive +33% Combat Strength VS Wounded Units
>Steals 1 Gold per turn from neighboring cities that are not yours, 10 tiles of range
