Adding MEMs Vazuran planet class to Glavius district files.

Updated to 2.3.x

You can use the files inside to create another compatch for something like GAI - MEM - PD

Overwrites:
common\districts\00_urban_districts.txt

Just checked, MEM does no longer touch district files, so this might no longer be needed.

Confirmation from the author would be great!

I am fairly sure an update to this is needed, before Vazurans can be used with GAI again.

There is a chance the districts files have not been touched though, no idea, so it might work in the end, despite of its age.

Confirmation of either case would be awesome.

I will look into it. But it's usually included in a bigger patch somewhere, so idk ;)

Not sure if you're aware of this, but Glavius is back in action! This will mean that this needs to be updated. Turning off vazurans for now though.

Consider petitioning the Universal Districts Patch to include this information.

Malthus removed the overwritten rural districts file as he just told me. So I just pushed the update with not rural districts
