MV Xavier Jenkins - Environmentally-triggered sinking

The MV Xavier Jenkins is a coastal fishing vessel, complete with functional winch-powered outriggers to stabilize the vessel. This small fishing boat is suceptible to damage from rough seas, and various electrical and hull failures can result in taking it out in too-rough seas. With the outriggers down and locked, she'll cruise at ~20 knots. With ~1900 liters of fuel, she's got a good range and can be refueled, making her a decent exploration boat.
