Updated for Divide et Impera 1.3.4! My most ambitious update yet with even more edits for most factions!

I feel that there are too many penalties or inconsistencies for several buildings. I understand they exist to balance the game, but I feel like the player gets punished for trying to evolve the buildings. This mod tries to solve that by editing values that I think are unreasonable or inconsistent.
I suppose that you could argue that this mod makes it somewhat unbalanced or overpowered, but I think it's more logical, and there are still some penalties for the buildings, so there aren't just bonuses.

What the mod actually does:

1. There are two different squalor values in the game, one for public order and one for sanitation. These values are seen in the game as "public order (unrest)" and "squalor (region)".
This mod removes or reduces these public order and sanitation penalties on several buildings.

2. It makes the values more consistent for the research building chains such as adding the same amount of food consumption that is on the Roman chain on the Hellenic, Eastern, and Barbarian research buildings since they didn't cost food originally.
In addition to the food changes, the research bonus is increased, as well as giving a small bonus to empire maintenance.

3. The building upkeep cost is removed on buildings where it wasn't consistent. Either all buildings should require upkeep costs or no buildings should require it. I have left this cost on some buildings, such as the temple buildings.

4. Speaking of which, some Roman and Hellenic temples have been edited to give each temple it's own purpose, so now there is a reason to build every temple.

5. I have added penalties on some buildings where I removed other penalties to try and keep some balance.

6. Removed or changed various unreasonable or inconsistent values.

I haven't really looked at those numbers, to be honest, but I think the reduction effect gets the base value and reduces the percentage there, if that makes sense.

If your Empire Maintenance is 25%, and you get a 2% reduction, you won't get 23% Empire Maintenance, but 2% of 25% which is 0.5%, resulting in 24.5% Empire Maintenance.

I don't know if this is true, purely speculation from my part.

@Spralle-Kalle tnks :) I have been trying all that :) and i will try the mod, but can you be sure that when when the game tells that is going to reduce Emp Main by 1% .. is really doing that? because women level 4.. max.. should reduce by 1%.. and what i see is more like 0.1%.. tnks again :)

Well, there are many things as you say, such as generals, agents, buildings, and technology. But I think one of the largest culprits is the Imperium effects, which also increase Empire Maintenance.

If you would like to use it, I have mods that remove this penalty. Either this one which keeps expansionism, or this one which also removes expansionism. Both mods remove the maintenance penalty from the Imperium levels.

@Spralle-Kalle Hi there :) great work :).. can i ask a few questions? how do you control empire maintenance? because every city is about plus 5% and the women and library that are meant to decrease it by 1%to 4% only does 0.1% or 0.4%? why is the game lying? or am I missing something? I have generals that reduce empire maintenance by 6% ans still is not enough ...Help please!!!! Tnks and keep it up ( sorry for the English, i'm portuguese)
