The Imperatus army was designed for gunboat diplomacy on places where gunboats can and can't go. This army was made to show force and to project power so that nobody forgot the now forgotten nation.
It's computers were programmed with strict rules of engagement,. But now that diplomacy has died, the programming has switched from showing force, to applying it...
