So the way the mod works regarding the Tekehu's robe is:
1) Modifies Tekehu's base equipment, replacing the standard Watershaper's Robe with Tekehu's robe. This affects him if he hasn't been spawned yet, i.e. if you haven't stepped into the Watershaper's Guild yet.
2) If enabled mid-run, runs a script (once, on area transition or load) that checks if there's a Watershaper's Robe in the active inventory (either equipped/in the bag of a person that is in party OR in the stash), removes it, and then gives the new robe to the party.
What I'll probably do in the future (I'm doing a rebalance, abuse contemplative reaping while it's there) is just set the replacement scripts to fire constantly, but stop when it succeeds once. Messy, but it'll prevent issues like this happening in the future.
Tekehu should start with the robe. If you have one of the original Watershaper's Robes that he comes with, it should be replaced with it when the item replacement script runs.
