Additional Skillpoints - Generals Half XP

描述
Generals earn enough skillpoints per level to unlock every skill within it and the amount of xp per level was decreased by the half.

For generals of the Ikko Ikki faction it is not possible to unlock every skill in every level because they have a different skill tree but at the end you are still able to get any skill with them.

I'm not sure if the AI will also spend them in every skill or if they just follow thier normal behavior.

I bribed my enemy AI GENERAL and checked his skills, it was buffed as me also and AI spent them on every skill.
