1. The status that you can see on the page in the workshop, which is basically just for user information and filtering.
2. The launcher's mod section checks the status but can be different from workshop. As long as you check automatically disabling unsanctioned mods, it doesn't matter. It looks checking the setting bypasses the check without actually disabling anything.
3. When launching the game, the game checks the status and again it can be different from the previous and basically it's the only check that really matters.
The status for many sanctioned mods was temporary changed many times because of problems after game updates, which caused inconsistencies. There are mods with every kind of unsanctioned status, some are missing the status in the workshop and some are also missing the status in the mod settings.
Armory is still sanctioned and is just missing the status in the workshop.
