The initial answer was to give the player a second character with sticky hands. But I might go the dialogue route instead.
I will save you the headache, in all my testing i could'nt give them starting prosthetics even in their inventory.
My work around was to give the starting character a specific item that activates a vendor dialog that has the limbs you want for your character. I made that item worth the price of the limbs so in effect he trades that for the limbs and the dialog is once only.
That is the ancient limb vendor dialog in Bounty Quest mod if your curious. :D
Look specifically at the starting health for the character, it has to be -1 below the max limb health for that race. The limblesslander is a slightly modified greenlander so i gave him -101 to all four limbs under starting health. You will have to add it in to a character as most don't come with that field.
