Protectorates - New subject type and Diplomatic Option

This adds a new subject type to the game. The protectorate can be formed from your vassals if they are in any tech group apart from western, eastern or ottoman. This action can only be performed by Western countries (altho this can be altered in the text file). A protectorate acts like a tributary state but also gives their overlord half their trade power. They will not be called into normal offensive wars and will be protected from external attacks. Apart from that they act automomously. In addition they also act like colonies. They only consider their own power relative to their overlord and dont cost a diplo slot, so as long as they dont get too large it can be a good way of controling far off land you dont want to personally protect.

- Big update 20/04/18 -
- Added diplomatic option to offer protectorate status to non vassals. Balance may need tweeking, so feedback is welcomed.
- Issue with working from zip file should now be fixed
- Added more bit more liberty desire to protectorates to stop abusing demand extra tribute
- Protectorates now have a small buff to tech cost if falling behind overlord. When behind on tech they have less liberty desire. When matching overlord on tech they gain a small amount of liberty desire.
- Protectorates can now rebel if liberty desire to high.
- Protectorates can no longer be annexed. First have to revoke protectorate (same way for marchs in vanillia)

- Update 13/04/2018 - Protectorates now get a 20% bonus to goods produced and 25% provence trade power. Strategic Placement down stream can help funnel wealth to europe. Also changed Protectorate Icon in vassal tab to distinguish vassals from protectorates

For some reason this mod doesnt may not function from the zip file the steamworkshop converts it too
If happens follow this step


1 Minute workaround:
Go to C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV\mod and unzip the protectorates folder here (or anywhere else prefered). Then in both the protectorates.mod and descriptor.mod just delete the ".zip" in the first line. Then UNSUBSCRIBE to the mod so it wont be overriden when you launch.
