To my regret, I have no idea if I'd ever have time to make the changes you request myself. As such, the only way to really guarantee getting what you want is to do it yourself. (This is also the approach that got me into modding! I wanted specific things that no one seemed to have made exactly how I had in mind. I think a lot of people start this way. Otherwise we would just use existing mods and be happily on our way.)
If you feel like you've made the progress you want with that, you can then look into editing geometry. For working on tile geometry, I use the free 3D Modelling program GMax. It isn't generally available anymore, but you can find it on Neverwinter Vault (the same place there all the tools I mentioned above can be found, except for the hak editor, which comes with the game). You'll then need the NWMax plugin to import and export models. I also recommend VelTools. Good luck!
Caine, the tileset is called Elven Treetop City in the toolset, but the hakpak is called high_forest. Go to Module Properties and add high_forest to the hak list. (In my old version of NWN, it needs to be in the hak subfolder of the game to show up as an option; I forgot if the Steam version takes care of this for you.) Then make a new area and choose Elven Treetop City from the list of tilesets.

Is there any possibility you might ever do a white marble stone/blue shingle retexture for the buildings for more of a High Elven, rather than Wood Elven theme? Maybe even add some minarets and/or spires and towers to the building tiles?
I was thinking about trying to figure out how to do it myself, but I have no experience with retexturing tilesets or making custom ones.
