Faster Settlement Build Times - T4 Minors Patch

A requested compatibility patch for my other mod. Use this one instead, it'll maybe crash if you have both active.

What this mod does:
- Changes the build times of all major and minor settlements, but not cost or growth requirement
- Effects major and minor settlements of all non-horde races, excluding gates
- Second and third tier settlements build in 2 turns, fourth tier (now including those added by Mazz's mod) in 3 turns and final tier in 4 turns (down from 3/4/5/6)

You still need to have Mazz's mod active in order to get the t4 minors.
